One of the leaf servers had a ping timeout within their network. The server itself remained online but not publicly. After their network issue got resolved the server didn't bother to try and reconnect with the hub of the chat network, and the hub didn't bother to connect with the leaf. This is unusual - despite our settings to auto connect. As a result it remained online, now publicly accessible, but stand alone and not connected to the hub (the whole chat network).
Thank you for pointing it out, we've reviewed the complaint and resolved it for now with a manual connect. Additionally we're looking into the matter of the auto connect not working.
